Back in 200 BC, Emperor Qin Shi Huang stood at a mere 4 feet 11 inches tall, earning him the title of a true short King. Under his rule, the 18 laws of Qin dictated that to be considered an adult, one had to match his height. This meant that shorter men could cleverly plead as children, exploiting the incomplete birth records and the impossibility of age verification.
